FOIA 2014-0159-F contains materials related to drafts of Executive Order 13303.
This FOIA primarily contains printed emails, fax cover sheets, internet printouts, distribution lists, press releases, routine memoranda, and drafts and final versions of the executive order and message to Congress. Memoranda include White House staffing memoranda, routine transmittal and approval memoranda, and copies of the memorandum from Mitchell Daniels to President George W. Bush recommending he sign the proposed executive order. Executive Order 13303, Protecting the Development Fund for Iraq and Certain Other Property in Which Iraq Has an Interest, and the corresponding message to Congress were signed on May 22, 2003.
Electronic records, which are not available online, consist of drafts and final versions of Executive Order 13303 and the corresponding message to Congress, press releases, press points, a draft of the aforementioned memorandum from Mitchell Daniels and a views letter from the Office of Management and Budget related to the signing of the executive order. Additionally, there are emails regarding the staffing out and review of drafts of the executive order and message to Congress.
